*nod* I am with you on both counts. Also, I do think that if people saw the alt text, they would have a much better sense of how to write well.

There is nothing in the HTML standard that says what user agents should do for tool tips, and I think it was a real loss when the browsers stopped showing alternative text. It used to be much easier for sighted users to get a hold of it.
